What happened?

Tested this on the dev server with you guys and apparently it doesn't work

I know this because the money stack values are never more than the maximum when testing out bank robberies and store robberies,

Expected result

Add a percentage to all money stacks spawned in the loot tables

Reproduction steps

Max out cat purse
Hit a bank
See that the cash stacks are never more than maximum value in loot tables

Sticky fingers works fine, this was solved recently.

I've fixed the other perk.
