Post-Wave-3 audit found the individual pieces (discover/rank/queue, governor primitives, self-review adapter, submission-gate trigger, calibration) all landed and are individually wired, but the actual autonomous loop — create via a real coding-agent driver, dispatch via CLI, persist governor state across attempts, and repeat unattended — has zero live entrypoint. Closes that gap.
