Update crtm/crtm-fix upstream

Description

After merging #43, we need to update the crtm-fix and crtm packages upstream.

The upstream PR was replaced with a trimmed-down version (spack#4076) that deprecated crtm/crtm-fix versions 2.3.0 and added crtm@3.1.2 only.

Once we removed the legacy code to link files to the top-level fix dir in crtm-fix, we will update the upstream repo once more from our fork. At that time, we can close this issue (likely in the second half of 2026).
