Corrected order="K" handling for binary function in some cases

When both inputs must be promoted, e.g. `divide(boolean, integral)`,
order=K can create temporary buffers using empty_likeK, and then
the result could be created using _empty_pair_likeK utilities.

This resolves the test failure for `divide`.
