Document the process to take the USGS extensometer data and generate leaflet maps

Tasks:

• Add notebooks to CKAN entry (1. data ingest, 2. data cleaning / processing, 3. map generation)
• Write .md file documentation of process and put it on website
• Add notebooks into website / turn on notebook download option
