[Bug]: igc-buttongroup single selection doesn't behave well when no toggle button values are set

Description

When using a button group with toggle buttons without values set, the selection behavior is select -> deselect -> select -> deselect, regardless of whether different buttons are clicked for each selection.

Reproduction

2. Select the first button
3. Select the second button

Workaround

Works correctly if values are set. Documentation doesn't state required values anywhere, nor does the behavior of the igx-buttongroup require values.

Is this a regression?

No or unsure. This never worker, or I haven't tried before.
