Submit button duplication might be obsolete

With https://github.com/Icinga/icingaweb2/pull/5190 the button which is responsible for the form submit is chosen based on what the event says it is. This _should_ make the [button duplication](https://github.com/Icinga/ipl-web/pull/104) obsolete.
