Users using their browsers to download files don't have to answer guestbooks' required custom "Multi Line" questions

What steps does it take to reproduce the issue?

• When does this issue occur?
  When someone tries to download files in datasets that have a guestbook with one or more required questions that are "Multi Line"

• Which page(s) does it occurs on?
  On the dataset page

• What happens?
  The person is able to download the file without entering anything in the required "Multi Line" questions

• To whom does it occur (all users, curators, superusers)?
  All users

• What did you expect to happen?
  When the person doesn't enter anything in all required "Multi Line" questions and presses "Accept", the user is told that they have to answer the required questions and shown what questions they have to answer.

Which version of Dataverse are you using?
v6.10.1

@jggautier thanks for discovering the bug and opening this issue! It's definitely not great. 😬

I'm flagging this as a JSF-only bug since you mentioned during tech hours something similar to what you wrote at IQSS/dataverse.harvard.edu#458 which is this:

"And when users use the Data Access API endpoints to download files in datasets that have required custom "Multi Line" guestbook questions, the endpoint returns errors when they don't include answers to those questions."

I'm glad the API is not affected! 😌

Also, you wrote, "Fortunately in Harvard Dataverse as of mid-June, relatively few users have created these types of guestbooks that have one or more custom questions that are required and "Multi Line"/textarea. There at least 31 collections that have these sorts of guestbooks."

That's good news for Harvard Dataverse. I'm not sure how common Multi Line questions are in other installations. 🤷
