`ascli config sync admin counters` : on Windows, does not read the right folder: ~private-asp instead of .private-asp

When executing:

ascli config sync admin counters <folder>

ascli expects to find the sync database in <folder>/.private-asp.

But on Windows, the folder is named: ~private-asp.

Workaround until next version:

Locate the installation folder with:

ascli conf gem path

Then edit the file: <folder>/aspera/sync/operations.rb

And change the line:

      PRIVATE_FOLDER = '.private-asp'

to

      PRIVATE_FOLDER = "#{Environment.instance.os.eql?(Environment::OS_WINDOWS) ? '~' : '.'}private-asp"

Fixed in next version... 4.25.4 + 1
