Build break with ZLIB 1.3.1 patch

A. Zlib Patch Failure

Applying patch ../openssl_source/zlib/1.3.1/.patch
../openssl_source/tools/patchem2: line 7: ../openssl_source/zlib/1.3.1/.patch: No such file or directory

What happened: The build script (patchem2) tried to find patch files for Zlib 1.3.1 but couldn't find any.

Proposed fix:

The files openssl_source/zlib/1.3.1/* from the ICC repo should be copied to the OCKC branch. These files were missed.
