If you look at cc1-4-15 on https://cic.iacr.org/p/1/4/15 there is a faulty label. This paper uses biber, so I suspect that our construction of the HTML label is faulty in this case. I think the problem is somewhere in bibmarkup.py before it gets to bibtex_to_html (probably in the citemap).
