feat: add release facts CI workflow

Summary

• add a shared release facts parser/normalizer and stable release status contract
• add read-only release status checks plus liveState PR preparation scripts
• add GitHub workflow support for sync-live-state status and prepare-pr modes
• wire release status checks into client release/template derivation validation and document the runtime model

Validation

• pnpm run check:client-release
• pnpm run check:template-derivation
• pnpm run check:quick
• git diff --check

check:quick included contracts:permissions, contracts:sync, and prisma generate.

Notes

• no local PG/Docker was started for this change
• no browser or Playwright Chromium was used
