1. Objective

Add guardrails to .claude/settings.json so that Claude Code cannot silently edit files outside the allowed config/dashboard paths, and automatically runs just validate after any config change. This enforces the read-only-to-external-services principle at the tooling layer and prevents accidental code generation in a repo that is intentionally configuration-only.

2. Approach

Two complementary layers:

Layer 1 — PreToolUse hook (path-scope guard): A shell script (.claude/hooks/enforce-config-scope.sh) is invoked before every Edit or Write tool call. It reads the target file path from the tool input JSON and denies the call if the path falls outside the permitted directories (configs/, dashboards/, rules/, .claude/).

Layer 2 — PostToolUse hook (auto-validate): A second shell script (.claude/hooks/post-config-validate.sh) is invoked after every successful Edit or Write call that touches configs/ or dashboards/. It runs just validate and surfaces any errors back to Claude Code.

Both hooks are registered in .claude/settings.json using the hooks key introduced in Claude Code v2.1.0. The path-scope guard uses once: false (must run every time); the validate hook also runs every time but is scoped to config paths only.

Key decisions:

• Use shell scripts rather than inline commands — easier to test, version-control, and extend.
• Deny by exit code (non-zero) + stdout JSON {"decision":"deny","message":"..."} — the format Claude Code hooks expect.
• PostToolUse validate does NOT deny (it cannot roll back an edit), but it prints a warning/error that Claude Code surfaces in the conversation.
• No changes to external services or Docker configs are needed.

5. Implementation Order

1. Create .claude/hooks/ directory and write enforce-config-scope.sh:

   • Read $CLAUDE_TOOL_INPUT (JSON string passed by Claude Code).
   • Extract the path field with jq -r '.path // .file_path' (handle both Edit and Write schemas).
   • Make the path absolute relative to the repo root.
   • Allow list: configs/, dashboards/, rules/, .claude/, scripts/.
   • On deny: print {"decision":"deny","message":"..."} to stdout and exit 0 (Claude Code reads stdout, not exit code, for the decision).
   • On allow: exit 0 with no output (or {"decision":"allow"}).

2. Write post-config-validate.sh:

   • Extract the path from $CLAUDE_TOOL_INPUT.
   • If path is under configs/ or dashboards/, run just validate.
   • If just validate fails, print a warning message to stdout (Claude Code will surface it).
   • Always exit 0 (PostToolUse hooks cannot veto; denial is silently ignored by the runtime).

3. Mark both scripts executable (chmod +x).

4. Update .claude/settings.json with the hooks array.

5. Write tests/test_hooks.sh:

   • Test enforce-config-scope.sh with paths that should be denied (e.g., src/main.go, exporter/foo.py) and paths that should be allowed (e.g., configs/prometheus.yml, dashboards/agent-health.json).
   • Test post-config-validate.sh with a configs/ path to confirm it invokes just validate (mock just with a PATH override).
   • Use assert_deny / assert_allow helper functions that parse the JSON stdout from the hook.

6. Extend justfile with validate-hooks target and bash syntax checks in validate.

7. Run just validate-hooks to confirm all tests pass.

• In a Claude Code session in this repo, attempt to create or edit a file at src/foo.py — the PreToolUse hook should deny it with a clear message.
• Edit configs/prometheus.yml — should be allowed, and just validate should run automatically after.
• Edit dashboards/agent-health.json — allowed and validated.
• Edit .claude/settings.json itself — allowed (meta-configuration).

Automated:

Expected test_hooks.sh coverage:

• 2 post-validate cases: one configs/ path (validate runs), one scripts/ path (validate skipped).
