Add code formatter

Description

• The application should have the ability to format source code.

Technical Details

• This will initially only be implemented for C# most likely. This is because the project is written mostly in C#, and I plan on starting to use Notepad# to develop new parts of Notepad#.
• There also needs to be options available to change the formatting rules, the user should be able to fully customize how their code is formatted rather than just giving some options of standard formatting rules.
