Stutter no longer processes on radio

What happened?

My character has a stutter, and previously it was replicated on the radio. It isn't now.

What should have happened?

Stutter should be replicated on the radio.

Steps to reproduce

1. Have a character with the stutter trait
2. Talk on the radio
3. Notice your character stutters while whispering, but the radio displays the message entirely normally
