Crew Manifest does not display crew

What happened?

When you open the crew manfiest (via PDA or toolshed command 'crewmanifest') few if any are displayed.

What should have happened?

The crew manifest should display all roles tied to the station.

Steps to reproduce

1. perform the toolshed command crew manifest on the station entity to see it is barren
2. OR use a PDA on station to view the crew manifest
