HDFVIEW_VERSION in top-level pom.xml is not consistently parsed by workflows

Several workflows, even during release/pre-release configurations, get the placeholder 99 value for `HDFVIEW_VERSION` instead of the correct value. This seems to be tied to how the value is updated from `VERSION` at build time.

Either the pom's HDFVIEW_VERSION should be removed, or the workflows should be changed to always get the correct value.
