Reordering arguments loses comments

Reordering comments switches name, types etc but not comment

To Reproduce
Steps to reproduce the behavior:

1. Create a method for an existing class or top-level library
2. Add two arguments, including comments for each
3. Switch arguments around
4. Comments are cleared

Expected behavior
Comments should be switched
