Relax Kotlin version parsing

The kotlin() DSL is documented with

languageVersion/apiVersion are configured with the minor version only

In that context, and also to be able to use KotlinVersion.KOTLIN_1_9.version, could the version parsing be relaxed to also accept "1.9" which should be interpreted as "1.9.0"? Currently, using "1.9" fails with

Tapmoc: cannot parse Kotlin version '1.9'. Expected format is X.Y.Z.

Apologies, I was at an event all day and didn't have time to dive fully into this.

After giving this more thought, I'd like to keep this as is. The patch version has an impact as it controls the version of the kotlin-stdlib being used and I'd like this decision to be explicit.

Since the fix is quite easy (add + ".0" at the callsite), I'm going to recommend that for the time being and keep the public API strict about what it accepts.
