Not publish to rubygems

I couldn't install this, any reason its not published to rubygems?

$ ruby --version
ruby 2.5.0p0 (2017-12-25 revision 61468) [x86_64-darwin17]
$ gem install dyph
ERROR:  Could not find a valid gem 'dyph' (>= 0) in any repository
$ gem install Dyph
ERROR:  Could not find a valid gem 'Dyph' (>= 0) in any repository
