Enable user annotations on maps

Allow users to add annotations (points, lines, polygons, text) directly on maps.

• Users can draw and label features
• Annotations persist during session (optional save later)
• Editable and removable
• Styled distinctly from base layers

These can be saved as a geojson file and reloaded to the map
