Scaling of modules sometimes bad when added

Describe the bug
Possibly 2 issues:

1. When adding a module when the display is small enough that neurons are not displayed, the scale is wrong.
2. If you use the mouse wheel change the display scale while a new module is ghosted on the screen, the scaling and position get worse.

To Reproduce
Steps to reproduce the behavior:

1. Create a new network 1000x1000
2. It displays as boxes not neurons
3. Select ImageFile module to add
4. As it drags on the screen, the scale is obviously not minheight, minwidth as it should be
5. Use the mouse wheel to change the scale of the display
6. Note that the ghosted display rectangle is even more peculiar
