Rear USB3 ports unresponsive after waking system

Steps To Reproduce

Steps to reproduce the behavior:

1. Sleep system while devices plugged into rear USB3 ports
2. Wake system while devices plugged into rear USB3 ports
3. Rear USB3 ports are unresponsive

Expected behavior

Rear USB3 ports functioning on wake.

• Version: 43
• Linux Kernel Version: 6.17.7-ba29.fc43.x86_64 (64-bit)

Additional context

Using a USB hub attached to rear USB C prevents issue for typically affected peripherals.
