[BUG] Window Priority issue - backend crash during download game

Describe the bug
If the launcher backend somehow crashes during a game download user can't exit the launcher without using alt+f4 or task manager.

To Reproduce
Steps to reproduce the behavior:
N/A. Still need to figure what causes the backend crash.

Expected behavior
Backend crash log window should take priority.

Initially this issue was referring to a metadata update issue, but in recent version 14.0.x the metadata-update window is no longer precent, instead it's a small banner. Issue still exists with downloding game.
