Feature settings is missing a "remove" option

One can only remove a feature from the list, which is not obvious.

The should be an option to remove a feature in the Feature settings panel.

Currently, the "archive" option looks like the way to remove a feature when looking at the settings panel.

Opened a draft PR for this: #7898

The change adds the existing remove-feature flow to the Feature settings panel, reusing the typed confirmation modal and delete-feature permission checks. It also keeps permanent-tag protection in place.
