Fix creating a new UserCCInfo record without yearSession value

[junzai97]

Approach:

1. Find userUniInfo based on the userId in userCCInfoDTO
2. Assign the yearSession of the retrived userUniInfo to the userCCInfoDTO
3. Save userCCInfoDTO as new userCCInfo entity into db
