Problem statement
With a low maximum available slots for seeding (and being unable to modify these) private torrents with H&R requirements may be given a lower priority for seeding queue than their public counterparts.
Proposed solution
An optional feature in the trackers setting that allows qBitrr to automatically re-prioritize torrents (with increase or maximal from the API) that have H&R enabled. Best case, this would respect the preexisting priority field in the tracker settings.
