What the essence of the bug

Commitlint checks entire commit history which can cause some troubles in one pull request, example:

Issue that regex in COMMITLINT:

/^(build|chore|deps|ci)\([^)]+\): bump (?:@?[\w-]+(?:\/[\w-]+)*|.+ from [\w.-]+ to [\w.-]+)$/gm

Is not applied to commits like:

build(deps-dev): bump @typescript-eslint/parser from 8.41.0 to 8.42.0, closes #384

So, we need to adapt it.
