[FEATURE]: unite release utilities script in one subsystem

What the essence of your feature request

As part of #293 and #294, there is need to create a more complex, but united subsystem to work on releases: not just script, but some "releaser" module-plugin for this repository, which would work locally.

While current system divided between two programming languages, it is preferred to unite them under JS(TS): it can be tested with mocha.js (jest), depends on already used npm system and can implement anything required, including custom interface in times of need (ink and etc.).

Possibly, this system some day would grow into other subproject, like PATTERNU did with some time and it's other derivatives (PATTERNUWIKI, PATTERNUNOTE and etc.)
