What the essence of your feature request

Last iteration of ecosystem requires new way to treat writing for hard- and release notes, you no longer can¹ just paste commit changelog in hard-release and otherwise, in release notes it doesn't have any reason to link to hard-release simply because they are no any different².

There is need to change ways of commiting and publishing hard-releases/release notes: with new lints and ecosystem rules, there is no way old pipeline for writing release notes is working.

The current "handicraft" implementation is already partly shows a way out of this situation, but something more is needed: the most important sentence is to combine the ticket #293 and this, creating a separate mini-project inside the PATTERNU, which will automate AT LEAST the creation of the hard-release file, integrate the link to the last instance of the list of changes.

List of propositions:

1. change way to write hard-releases, they are no longer clone changelog, but reference it, example:

   * edit /release/data/PATTERN.md
   * edit /release/changes/*

2. change way to write release notes, update template, no longer reference hard-release, but "changelog by commits" as a reference to actual changes:

3. provide fully automated system for hard-release notes after developer creates a release (using standard-version package).
