OpenID Federation client id prefix does not allow ephemeral encryption keys

We'd like to use ephemeral keys, so I think we should override the requirement from OpenID4VP.

The requirement would then be:

• The wallet MUST ignore any parameters provided in the client_metadata from the request, except for the jwks claim for encryption keys. But ONLY for ephemeral encryption keys
