Improve matching times for really low rated players

Proposal (from Rhaelya): Treat 0 rating similar to 2k - no matter how far below 0 rating you are, you can match people around lets say 0-300 rating.
This should ensure that if someone ends up with high negative rating they wont get stuck because there are no other players around - they will still be able to find a match.

Sounds sensible. Do we know how much of an issue this is? How many players are rated below 0?
