Define code standards (rubocop/codeclimate rules)

Some of the default rules at codeclimate are dumb!

I think we should discuss and define the ones the you should enforce or ignore.

One of the dumb rules is enforcing single quotes. Newer ruby versions have optimized this and you can use double quotes for everything.
