Challenge Description

Severe Acute Respiratory Syndrome Coronavirus 2 (SARS-CoV-2) and the associated disease CoVID-19 has crippled the world and has caused a significant strain on the healthcare system at large. There is an imminent need to streamline our current processes and highlight the role blockchain technologies can have in fighting this threat. According to McKinsey there are five major aspects to our societal response. Each team should frame their solutions in one or more of the following roles:

• Resolve
• Resilience
• Return
• Reimagination
• Reform

Eligibility Requirements

To be eligible to win a prize, teams:

• Shall have registered to participate in the Hackathon under the rules promulgated by ConsenSys Health and Gitcoin.
• Shall have complied with all the stated requirements of the Hackathon.
• All works presented to the judges must be created during the Hackathon unless it is publicly available under a suitable open source license. This means that you can brainstorm app ideas and sketch wireframes ahead of time but judging shall be based upon the original combination of your code with open source libraries or tools.
• Shall not be a ConsenSys Health employee. Employees of Stop CoVID-19 Hackathon partners are eligible to participate but are NOT eligible to win prize money.
• All individuals and entities must meet the eligibility requirements as stated in paragraph 4, above, and elsewhere in this document..
• An individual or entity shall not be deemed ineligible because the individual or entity used federal facilities or consulted with federal employees during the Code-a-Thon if the facilities and employees are made available to all individuals and entities participating in the Code-a-Thon on an equitable basis.
• Contestants must agree to assume any and all risks and waive claims against the Federal Government and its related entities, except in the case of willful misconduct, for any injury, death, damage, or loss of property, revenue, or profits, whether direct, indirect, or consequential, arising from participation in this prize contest, whether the injury, death, damage, or loss arises through negligence or otherwise. Contestants must also agree to indemnify the Federal Government against third party claims for damages arising from or related to Challenge activities.
• Contestants must comply with the Stop CoVID-19 Hackathon Code of Conduct.

General Submission Requirements

In order for a submission to be eligible to win this Challenge, it must meet the following requirements. Non-eligible submissions will not be judged.

• No use of ConsenSys Health logo – The product must not use ConsenSys Health or official seals and must not claim endorsement.
• Functionality/Accuracy – A product may be disqualified if it fails to function as expressed in the description provided by the Participant, or if it provides inaccurate or incomplete information, or if it is not functional at all.
• Security – Submissions must be free of malware. Participant agrees that ConsenSys Health may conduct testing on the product to determine whether malware or other security threats may be present. ConsenSys Health may disqualify the submission if, in ConsenSys Health’s judgment, it may damage equipment or operating environment.
• Entry - Each team will submit their code as a git repository commit to the gitcoin website by the stated deadline.

Judging Criteria

There will be up to nine Judges, each with expertise in Healthcare, Life sciences, Blockchain and cryptography. Judges will award a score to each submission. The winner(s) of the competition will be decided based on the highest average overall score. Judges will only participate in judging competitions for which they do not have any conflicts of interest.

The panel of judges will assess each solution based on the following criteria:

• Use of Data To Provide Effective Outcomes/Weight 35%
  The demonstration was presented in a way that is easy to understand, visually appealing, and will help drive understanding of the opportunities to solve real-world healthcare problems during this global pandemic.
• Technical Competence and Capabilities/Weight 20%
  The demonstration addresses the primary goals of the Stop CoVID-19 Hackathon and exhibits interoperability with existing blockchain technologies with an emphasis on the Ethereum blockchain.
• Valuable Information and Insights Regarding Data/Weight 25%
  Team identifies gaps in standards and utilizes blockchain to demonstrate how the technology may be used to enhance/improve existing privacy and security functions, and share data across the health ecosystem.
• Creativity/Innovation/Weight 20%
  The project exceeds expectations through its incorporation of creative design elements and innovative capabilities.

One of the things we think will change the most is mobility. Mobility around the globe will be severely restricted. And as the pandemic slows down and people start developing an immunity, either through a vaccine or because they developed the antibodies, people will want to start circulating freely again. But with the current infrastructure, there is almost no way of securely verifying that someone has developed an immunity to COVID-19. That's why we want to develop a decentralized platform that leverages Ethereum to provide this immunity verifiability. Trusted actors such as health care workers and government officials will be able to verify someone's immunity. This platform would be used by a broad range of players ranging from airlines to schools or even gyms. Our goal is to make people feel safe again without compromising their privacy!

These affected people's location history needs to be shared with the rest of the community in a secure manner without revealing who they are and their exact location.

We are deploying an augmented bonding curve as an investment vehicle for development of additive manufacturing (eg. 3D printing) resources to aid in creating a more flexible, robust, and localized supply chain for critical production needs in an evolving crisis. Our project has two primary on-chain components:
(1) Bonding curve contract: mints and sells tokens on a fixed price schedule that increases with supply, retaining part of the revenue to fund token buybacks. The remaining funds are contributed to our second component:
(2) DAO-managed capital pool for spinning up additive manufacturing infrastructure and services. When such resources are successfully brought online, holders of the curve token will receive dividends from the DAO in the form of production coupons and/or cashflow from associated commercial operations.

Our expected steps to achieve this goal and create a successful project:

1. Improve and refactor our existing bonding curve code resources. We have some previously hand-rolled contract code implementing a curve, and familiarity with Bancor's open resources, but it does not issue an ERC20 token, and to connect with a DAO contract, manage dividend redemptions, etc. we will need to create this functionality, and improve its capabilities and security in several other ways.
2. Build the DAO that manages contributed capital and generates dividend payouts. This may involve creating a second token to represent production coupons that curve participants can redeem to access the developed manufacturing capacity once crisis needs are met.
3. It will also need to implement at least minimal governance and reporting system functions to credibly manage the disbursement of funds, status of funded projects, and usage of their resources. To do this we need to perform industry research on the typical timelines, costs, and operations of 3D printing services, as well as how existing organizations in the Ethereum ecosystem eg. construct oracles to integrate with and validate real-world activities.
4. Create the Dapp that users will interact with to buy and sell curve tokens, get information on funded projects, utilize their dividend payouts, and participate in any governance activities they are eligible to be involved in. This will involve learning to use or improving our knowledge of tools like Ethers.js, OpenZeppelin, and web3js.

On the other side of the equation, we have hospitals who would love to contribute their data to the task and get compensated for their efforts, provided this is done in a privacy preserving way. Here is where we come in to join the 2 together. In our simulation, we show that 3 hospitals with very different datasets can each contribute to the training protocol and get a fair reward for their efforts.

Our project consists of 3 main modules. The first one is a WebApp, where an analyst can send the model to the hospitals to train on their data. The second is an actual learning protocol: we employ Federated Learning with a potential extension of Differential Privacy in order to keep the data secure. After the model has been trained, it is sent back to the client and then we need to decide how to reward each hospital for the work that they did. This is where the last blockchain component comes in: each client shares how much they have contributed to the training round and to the utility of the model.

This ensures that the goals of the analyst have been met, hospitals have contributed to the model that targets COVID-19 patients and have been rewarded fairly for their work. All this is done in such a way that no data is shared with any other party and the integrity of the learning process is maintained.

Our project consists of 3 main modules. The first one is a WebApp, where an analyst can send the model to the hospitals to train on their data. The second is an actual learning protocol: we employ Federated Learning with a potential extension of Differential Privacy in order to keep the data secure. After the model has been trained, it is sent back to the client and then we need to decide how to reward each hospital for the work that they did. This is where the last blockchain component comes in: each client shares how much they have contributed to the training round and to the utility of the model.

This ensures that the goals of the analyst have been met, hospitals have contributed to the model that targets COVID-19 patients and have been rewarded fairly for their work. All this is done in such a way that no data is shared with any other party and the integrity of the learning process is maintained.
