I tried to download the database at
http://topcons.net/static/download/topcons2_database.zip according to your instructions, but the file is not available ("ERROR 403: Forbidden"). Thank you for your help with this issue.

Hi @betainverse. The topcons webserver is down due to power cut in the server room. I hope it will be back soon.
