chore(dev): add more build tools, fix kitware keys

• install kitware keyring so container GPG key updates properly
• installs nodejs, lv_font_conv for make_fonts.sh (font generation)
• install and generate locales for cfn_sort.sh (multi-language special/global function sorting)
• parameterise nodejs and gcc_arm versions
• general re-org, consolidation, adding more comments

This should probably wait until after #24

Thanks. True, plus I'll probably do it since need to work on the uv stuff also... and can then see if this breaks anything else later down the track.. 🤪
