Fix the build action to speed up - exclude building the agendas each time #328
Description
The agenda should be generated only if it is updated. It can be separated in the action script. Generation after a simple page update or slide upload lasts forever as the agenda is always being generated.
It is possible also to separate and to generate only the agenda that is updated, not both ones all the time.
