Getting pspecterlib onto conda-forge or bioconda

Hi - just FYI I'm currently working towards getting pspecterlib onto bioconda to make it available to Galaxy tools.

Thank you! I promise that this task has not been forgotten. We are in the middle of several publications at the moment, and I will have someone get pspecterlib & IsoMatchMS on CRAN in the next few weeks.
