Can't log in GUI and got the exception "java.net.SocketTimeoutException: Read timed out"

Expected Behavior

Log in GUI

Actual Behavior

I put user and password and I got exception "java.net.SocketTimeoutException: Read timed out" AND NO LOG IN

Steps to Reproduce Behavior

1. Open navigator and put url to access ECS-CE
2. In windows log in I put correct user and password
3. I got exception "java.net.SocketTimeoutException: Read timed out"

Got the same issue with 4.1 is there any solution on this?
(It's installed as a singel instance) worked to login in the begining, but after a couple of days (no OS update) it stoped working
