Change select electorates

Select electorate screen that we currently have on call election module is not capable of handling large amount of data. so we need to think of better interface for handling this scenario and increase the UI/Ux

Steps to go to select electorates screen

1. Click on Call election tab on side navigation bar
2. Select election template from Call election card and give election name eg: Presidential 2019
3. Click on next button
4. Select nomination timeline section and click next
5. You can see the select electorates screen

we will have to do the same changes for the update call election as well
