Documentation is currently a mix of languages. We should probably have a doxygen config for a "combined" version where the user can see everything in one place.

Current version creates a html/ subdirectory which combines both french and english text. This does mean duplication in some cases, but it ensures that we don't lose any @todo or @bug or @warning text which only exists in a single language,
