build(deps): bump serialize-javascript, hardhat and @nomicfoundation/hardhat-toolbox

Removes [serialize-javascript](https://github.com/yahoo/serialize-javascript). It's no longer used after updating ancestor dependencies [serialize-javascript](https://github.com/yahoo/serialize-javascript), [hardhat](https://github.com/NomicFoundation/hardhat/tree/HEAD/v-next/hardhat) and [@nomicfoundation/hardhat-toolbox](https://github.com/NomicFoundation/hardhat/tree/HEAD/packages/hardhat-toolbox). These dependencies need to be updated together.


Removes `serialize-javascript`

Updates `hardhat` from 2.22.17 to 3.1.10
