Added two, new drivers:

• Internal "counter" driver to count events
• Philips Hue (v2 bridge) driver

Logic Block Enhancements:

• more time-of-day variables
• conditional expressions

Device Driver API

• Added some common traits for Bulbs, Switches, Dimmers, and Weather Stations. These are intended to be used by driver authors to make a set of consistent devices for common categories of hardware.
