AI declaration spec for Pull Request

Why is this feature important?

It's a heavy use case and many projects suffering from the AI PR spam.

How could it be implemented? (optional)

Include full AI-DECLARATION.md and badge in PR description, wrapped in <details> tag

Really appreciate your effort to put this together! I think the idea is essential for the future

I think the repo provides a few PR templates which are not as authoritative but somewhat work if someone wants to adopt the standard. How would you change/modify them? I'm open to suggestions.
