Syncing PDF tags across devices

Hello, I recently purchased another PC in addition to my laptop and unfortunately don't see the same pdf tags across devices, even though they sync to the same OneDrive and have the same FileMeta settings.

Some background:
On the laptop, I've spent a lot of time tagging files in my OneDrive for organization. Once i got the PC, i synced OneDrive and discovered that the tags were not showing. A quick call w Microsoft revealed that if the file is in online only mode, tags don't show in file explorer. Downloading the file results in the tags showing. This has been working fine for all file types except .pdf, which require FileMeta to be seen.

Do you know of anyway to sync .pdf tags with OneDrive? Or, is there a way I can easily copy and paste the tagged versions from the laptop to the PC? Or are the Tags bound to devices because of FileMeta use?
