• within a datacentre
• within a region
• with the wider internet

Networking coefficients (kWh/GB) for operational emissions agreed as:

Within DC: 0
Intra-region: 0.001 
Inter-region: 0.0015
External: 0.059

We currently have the logic from CCF i.e. inter region at 0.001
