Implement RewardsService (replace scaffold string responses)

Overview

Rewards module endpoints return placeholder strings.

Why it is a problem

Public API surface is non-functional.

Expected behavior

Rewards operations implemented using existing reward entities.

Current incorrect behavior

Scaffold only.

Suggested fix

Implement create/query flows and connect to blockchain sync events if intended.

Acceptance criteria

Endpoints return real data; tests updated.
