Allow group admin(s) to delete polls [spam control]

Currently there is no limitation on the number of polls a user can make, and they can be deleted only by the poll creator. Group admins can't delete polls.

Please, enable group admins to delete polls.

That definitely makes sense! Alongside rate limitations could be added s.t. users cannot spam polls
