Full Elasticity

Full elasticity should be implemented in short order. That is, automatic rebalancing of processing when nodes drop from a cluster or are added to a cluster.

Since Dempsy was built from the ground up with elasticity in mind, this should be straightforward.

In preparation for Full Elasticity we are refactoring the routing strategy abstraction and default implementation.

This is going to be later than we hoped. We are refactoring the routing strategy as a prerequisite to elasticity. This will create the capability for a dynamic application topology. We are now shooting for the end of June.

Elasticity has been working since 0.8. The 0.9 refactor it still works. What's missing from both is the ability to transfer the state during cluster topology changes.
