Clean and reoganize registry code

1. clean the code and rename the class , variable , method in a convention way
2. Separate the registry code into 2 api , usually we have the basic registry read access and some basic modification. The service level usually has more power with full access to the registry, including the hidden information
3. Only the service level can init , create the registry structure , default registry information
